Edith M. Jonas was born and raised in Conneaut, OH. She is the owner/proprietor of the Law Offices of Edith Jonas, LLC, a partner of the Andover Title Company, LLC and a Magistrate with the Ashtabula Municipal Court. She joined the ACAPL Board in 2020 to further her commitment to the welfare of animals in the county. She has previously served on several boards in the community and is passionate about senior issues, children's welfare, and the humane treatment of animals. She currently resides in Dorset and has two adult sons, Aaron and Daniel.

Rebecca Arcaro-Frazee, Treasurer

Rebecca Arcaro-Frazee has over 32 years in governmental accounting experience, 17 of which she spent with the Ashtabula County Auditor’s office as head of the Accounting Department. From there she moved to Cincinnati and spent 3 years with a Governmental software company where she did testing, implementation and training of the software designed by the company for County Auditor’s offices in the State of Ohio. In September of 2006, she become the Fiscal Supervisor for the Lake County Department of Job & Family Services, a quadruple combined Agency. She sat on the committee that helped develop CFIS LR and was a member of the county peer group offering assistance to the Counties in the State of Ohio using this system. Her love of animals and the need to help them in any way possible led her to a position on the ACAPL Board.

Chuck Rosko
Chuck has been on the board of directors of the Ashtabula County APL for 9 years. He is now a resident of Ashtabula City. Prior to moving there, he resided in Perry Ohio. While in Perry Chuck assisted in both the High School baseball program, as well as the wrestling program for the elementary school children.
"In my life I have been blessed with always having a dog or two in my home . At the present time we have cats. I take great pride in being involved with such a great organization that brings such great joy and satisfaction to all who adopt from us."
