As a service to Ashtabula County residents, the ACAPL has established a Humane Investigations Department, through which a court-appointed Humane Agents investigate complaints about animal cruelty, abuse and neglect in the County.
ACAPL agents educate Ashtabula county residents regarding the humane treatment of animals, investigate suspected animal cruelty cases, and aid in the prosecution of suspected animal abusers in accordance with Ohio law. ACAPL also places animals into protective custody for their safety and care at the shelter or in foster when necessary.

Low Cost Spay & Neuter
We partner with two organizations, Pet Fix of Ohio and the Rascal Unit to provide low cost spay/neuter for Ashtabula County residents.
If You Find an Animal....
We work with both the Ashtabula County and City of Ashtabula to pick up and shelter stray animals, in the hopes of returning them home. If you have find a stray, please call the shelter at 440.224.1112 to schedule a time to bring it in. Animals taken in as strays are checked for a county license, microchip and then posted to our social media pages to try and find their owners. Animals are held for 72 hours before being eligible for adoption/transfer/rescue.
